Our Strategy

Every 2-year legislative session, over 7,000 bills are filed in Massachusetts. Countless more ideas circulate among policymakers, advocates and the public. Shaping a policy agenda requires strategy and discipline. Over the years, ELM Board and staff have refined an intentional process for selecting our key priorities. 

First, we screen for alignment with our purpose, mission, vision, and values. We then explore if there is a path to victory over time and confirm that ELM can add value and sustainably staff and support the work. 

Next, we test for materiality, equity and leadership: Would a proposed policy drive significant environmental improvements? Does it positively impact overburdened communities? Will it provide an opportunity for Massachusetts to lead and set an example for the rest of the nation and world?
