Reduce unnecessary packaging, promote effective recycling and help municipalities avoid increasing waste disposal costs

Increasing amounts of packaging are burdening municipalities, degrading our environment, and hurting our communities. By shifting the responsibility of paying for packaging to its producers, we can incentivize waste reduction, minimize the amount being sent to landfills and incinerators, relieve pressure on tight public budgets, and improve air quality. Incinerators that release toxic chemicals and methane into the air are more likely to be sited in environmental justice communities, so reducing the amount of waste burned has direct health benefits for already overburdened residents.

An Act to save recycling costs in the commonwealth (H878/S610) – Rep. Mike Day and Senator Mike Rush

  • Establishes a producer responsibility organization composed of manufacturers to develop waste reduction plans and consumer outreach programs
  • Requires product manufacturers pay into a fund that will support programs to reduce solid waste
  • Makes all entities, both municipal and private, that service all residential and school customers eligible for full reimbursement for recycling costs
